Certificate of Lawful Use
A Lawful Use Certificate is an official document issued by the local council that confirms a property’s existing use, such as use as a House in Multiple Occupation (HMO), is lawful and does not require planning permission. In Article 4 areas, where permitted development rights have been restricted, this certificate provides crucial protection and peace of mind, particularly for landlords who converted their properties before the Article 4 direction came into effect.

If you decide to go ahead with an application, we’ll collate and present all your evidence, write your planning statement and submit your application on your behalf.
Helpful Supporting Evidence
- ASTs for each room (dating back to the day before the Article 4 was introduced).
- Council tax bills showing the landlord was responsible for paying this.
- HMO licences to cover the relevant time period.
- Compliance certificates for each year.
- A copy of the adverts for any rooms during significant void periods.
HMO Licence - £250
